Abstract
Every human being has the same position and rights. Islam has taught that the position of humans is equal, what d istinguishes is the degree of piety. Therefore, persons with disabilities have the same position and rights as non-disabled people. In the context of national law, the issue of respect, n and fulfillme protectio nt of human rights is very important, especially how the role of state administrators in protecting people' s rights is mea sured from the number of legal instruments on human rights issues. This is of course relevant to the affirmation of The Vienna Declaration (1993). On the other hand, Indonesia has ratified t he Convention on the Rights of Persons with Disabilities through Law Number19 of 2011 and also already has Law Number 8 of 2016 concerning Persons with Disabilities. addition In , Indonesia already has various regulations regarding legal protection for persons with disabilities, and thus Australia. The comparative approach in the two countries is expected to be able to provide an overview of how law enforcement can fulfill the rights of persons with disabilities in the two countries. Respect, protection, and fulf illment of rights for persons with disabilities are efforts to fulfill human rights. In a formal context, any organization, state, government, or group has the obli , respect and protect human rights gation to recognize without exception. Even people with disabilities ar e a marginalized group. The state must be present in the effort to .fulfill the rights of persons with disabilities.
