In the Holy Qur’an, there are two kinds of verses. Both are: the definite and explicit meaning (Muhkamat) and the interpretable meaning (Mutasyabihat). The Muslim Scholars are different in determining the two kinds of the above verses. One said that a verse is called as the definite meaning, but for the other it is called as the interpretable meaning. So, this difference has became problem among the general Muslims. Because, up to present now, there is no agreement can be achieved by the Muslim Scholars about this case. This paper endeavor to give a solution, at least, to guide and direct the Muslim Scholars in particular and the Muslims in general to come near the appropriate comprehension towards those two terminologies mentioned in Al-Qur’an above. What I mean with the terminology ‘Muhkamat’ here is that the completion of the Qur’anic teachings is not based on the technic-operasional level going into detail and with details specified, but it is based on the principle and fundamental level. The principle and fundamental teachings meant by Al-Qur’an are the teachings about the spirituality and the moral-code (ethics), a teachings about whether it is good or it is bad for the life of mankind as belong to Allah. All of the problems those rise in the dynamic life of the human beings and going on the development, can be found their answers from Al-Qur’an from the side of universal ethics. But we will not get the answers from Al-Qur’an for every specific cases of the ethics, because Al-Qur’an itself is not Dictionary and Encyclopedia. And I mean with ‘Mutasyabihat’ is all technic-operasional teachings of Al-Qur’an that interrelated with space and time. In the terminology of Ushul Fiqih, we call for ‘Muhkamat’ and ‘Mutasyabihat’ as ‘Qath’iy’ and ‘Dzanniy’. Therefore, to catch the meaning of the direction of Al-Qur’an, someone firstly, has to know the universal principles of its teachings and then go down on the specific cases of the concrete life of the human being. The effort to connect the universal teachings of Al-Qur’an (kulliyat) with the particular Qur’anic teachings (juz’iyyat) that is called Ijtihad. And the result of ijtihad as the intelectual process in going down the universal Qur’anic rules to the particular and technic-operasional Qur’anic rules that is called Fiqih. Last but not least, that the meaning of Muhkamat is normatif rules in Al-Qur’an and AsSunnah with the characteristic universal, fundamental, self-evident, and categorical, meanwhile the meaning of Mutasyabihat is technic-operasional rules in Al-Qur’an with the characteristic particular, implementatif, local, and hypothetical. Kata kunci: Rekonstruksi, Metodologis, Penafsiran, Universal, Partikular, dan Al-Qur’an.
