Abstract

This study aims at exploring the implementation of inclusive education as an innovation for the principles of education for all. Education for all that was initiated by UNESCO asserts that all children, adolescents, and adults have the rights to get the benefits of education process. As a system of education service, inclusive education engages children with special needs to study together in regular schools in order to realize the implementation of quality education that respects diversity and is non-discriminatory for all learners. This concept requires flexibility in several aspects to facilitate those with special needs or different ability. This study employs qualitative approach with case study design. The results show that inclusive education is implemented by using flexible curriculum, flexible learning system, flexible evaluation, and special tutor mentoring. The model applied is integrated special classes, in which children with special needs are studying in the special classes at regular schools, but in certain subjects they can study with normal students. Practical implications of this inclusive education are that teachers and students can socialize well with their environment, sharpen their hard skills and soft skills as well as foster a sense of justice and respect the value of differences.
